Matching one GPU does not compensate for insufficient RAM, an unsupported processor or missing SSD space. Leave room for the store client and updates as well as the listed game installation.
Compatibility is not a benchmark
Neither tier guarantees a specific frame rate. Hardware requirements also do not resolve launch-day software bugs. The Steam version lists Denuvo authentication, and the developer FAQ requires an internet connection for the first PC launch.

The published requirement specifies an SSD. This page does not verify an HDD setup or equivalent loading behavior.
Does the minimum guarantee 60 FPS?
No resolution or frame-rate target is attached to the cited minimum specification.
Does 12 GB RAM meet the recommended specification?
No. It meets the listed memory minimum; Steam recommends 16 GB. CPU, graphics and SSD requirements must also be checked.
